    Présentation

    Yamina Zerrouk is in charge of the firm’s Public Business Law and Real Estate Law departments. She is particularly active in the fields of public business law, urban planning law, construction law, commercial leases and environmental law.

     

    The firm’s public business law practice focuses on privatization, public contracts, urban planning and environmental law.

     

    Yamina Zerrouk regularly advises the French government, local authorities, public companies and establishments on the transformation of public establishments into commercial companies and on transactions involving the capital of such companies. In particular, she was involved in drafting the legislative and regulatory texts transforming the three SNCF public establishments into limited companies.

     

    She also regularly advises private-sector partners of the public sector on public service concessions, public works concessions, public-sector contracts, development concessions and public-private partnerships (PPP). In particular, she handles public service concessions for ski lifts, campsites and maritime services.

     

    Yamina Zerrouk is also involved in urban planning and development on behalf of both public and private clients.

     

    In particular, she advised the French authorities on the establishment of the Louvre Abu Dhabi Museum. She advised Sciences Po on the acquisition and refurbishment of the Hôtel de l’Artillerie, in Paris, as its campus. She is also advising Campari on the construction and operation of a visitor center in Bourg-Charente, where its Grand-Marnier production plant is located. She is also advising Sogecap Immo, a subsidiary of the Société Générale group, on expropriation procedures for the Greater Paris development project, Corsica Commercial Center on the construction and operation of Corsica’s largest shopping center, and HEC on its campus development project in Saclay.

     

    Yamina Zerrouk also advises her clients on environmental law in their dealings with the authorities. She advises Chubb and Sicli, spin-offs from United Technologies Corporation (UTC) (of which Yamina Zerrouk was preferred counsel between 2005 and 2020) on all environmental issues: polluted sites and soils, operating permits for facilities classified for environmental protection (ICPE), waste management, environmental liability.

     

    As part of its real estate law practice, the firm assists public and private clients and asset managers in drafting and negotiating their commercial leases, including future completion leases, construction leases, long leases and residential leases.

     

    She also assists them with their construction projects, drafting and negotiating private works contracts, interior design contracts and property development contracts.

     

    In this capacity, Yamina Zerrouk is particularly active in the luxury hotel sector, including open-air hotels, nursing homes and independent living residences, and shopping centers.

     

    She advises and litigates, including expert appraisals, on issues such as rent reviews, eviction compensation, repair and restoration.

    Prior to founding the firm, Yamina Zerrouk worked for Salès Vincent & Associés, now Franklin and Brandford Griffith Baverez Pasturel.

    Master’s (DEA) in International Foresight, Université Paris V René Descartes ;

     

    Diploma from the Institute of Public Business Law (IDPA), Paris Bar School.

    Teaching and professional associations

    Yamina Zerrouk regularly runs training courses on development operations. In particular, since 2005 she has been leading EFE’s “ZAC: step by step” training course.

     

    Yamina Zerrouk is a member of the International Bar Association (IBA).
